Link Africa EPC (Pty) Ltd is search of a Network Access and GIS Planner for the Durban Region.
Main purpose
Planning of New Routes and Access in the Region. The Planner is expected to undertake project feasibility studies, site visits, and route surveys and prepare detail project scope-of-work, Bill of Quantities, and generate executable files for project implementation. All planning must be done on GIS Tool. Assist project managers with any scope changes and variations during the project implantation phases.
Responsibilities
Route Planning
- Plan and propose new routes in the region based on requests from the business.
- Look at all new transmission plans and highlight to line manager when new routes are required. A route proposal (desk top study) should accompany the notification
- Advise the relevant stakeholders on better route options for the transmission Plans
Route Surveys
- Do route surveys on the route GIS desktop plans
- Improve on the GIS desktop design
- Do changes to the GIS desktop plan based on opportunities
- Plan the best placement of all hand holes and client break-outs on GIS.
Access approvals
- Do Access Planning approvals (client sites) ensuring that the proposed plan links up with LA’s network at the correct point
- Ensure that the access plan corresponds with the signed off Transmission plans
- Update systems accordingly
- Propose access which DLA should own to relevant stakeholders
- Obtain Landlord approvals on proposed routes
Planning Database
- Capture all planned routes accurately on LA’s GIS systems
- Check as-built documentation and verify that it corresponds to what was built. Do spot checks by driving the routes
- Update all GIS systems (site creation, Line & Polygon files)
Work Flow System
- Receive and analyse order
- Update system on progress statuses
- Update Material and costing
Miscellaneous & General
- On a day to day basis ensure that all daily tasks are completed
- Perform any other work-related duties and responsibilities that may be assigned from time to time by management
Competencies and Minimum Requirements:
Knowledge, skills, and qualifications
- National Diploma in Electrical Engineering (Light Current) majoring in Telecommunications
- Affiliations: Engineering Council of South Africa (ECSA) registration and South African Institute of Electrical Engineers (SAIEE) membership is recommended.
- Must be in possession of a driver’s license for a minimum of a light motor vehicle.
- At least 2 – 5 years relevant network engineering experience in a telecoms environment having had exposure in the field, as well as experience across multiple departments/functions in a network environment to understand the interrelationships and interdependencies.
- Sound knowledge of area of expertise (e.g. cable planning / transmission or Ethernet/IP expertise) with a good cross-disciplinary understanding of the alternative area.
- Abreast of developments in the technology environment
- Accuracy Utilizing a GIS Planning tool for optical fibre network planning, FTTx / PON, experience in implementation and project management of the relevant technologies also desirable.
- Computer Literate (Microsoft Office)

Working conditions
The position requires the job holder do both office and field work (route surveys, Landlord approvals etc.) and do site meetings. It may be required to travel and do stay overs. The position also requires after hour work in order to meet deadlines.
